Hi there, I will be ending my contract this coming August and would like to know whether the hours put in for the JET Programme (2 yrs worth) qualify for the Employment Insurance Benefits. In that case, would the contract form be used as a ROE or would I need to request it to my contracting organization? I only ask this because the Canadian Government website says "If you are residing outside Canada in a country other than the United States, you may be eligible for maternity, parental or compassionate care benefits only. Regular benefits are not payable to a person residing in a country other than Canada or the United States."

EI is quite strict on they type of work and hours that are eligible to qualify for benefits. When I worked overseas before JET, the work didn't qualify for regular benefits; when you are working overseas and not paying regular Canadian taxes you are not contributing to EI. You also have not been laid off. as for maternity, parental, or compassion care, you are better off to talk to someone at EI directly so you have the paperwork before you leave Japan just in case.

Remember that although you did not pay into the Canadian EI fund, you paid into the Japanese one for 2 years. You can stay in Japan until your visa expires, so if you can show them you have time left on your visa to look for work in Japan, and you get the Japanese equivalent of an ROE (I think there are 2 different forms)from your employer, then you can collect Japanese EI for 3 months or so. I collected EI in Japan, it was about 50% of JET salary. You have to stay in Japan.
